This training provides an overview of how the Harris County Sheriff’s Office (HCSO) Crime Analysis Division applies statistical, geospatial, and intelligence analysis to support law enforcement decision-making and crime reduction strategies. The presentation will demonstrate how crime analysts transform data from Records Management Systems (RMS), Computer-Aided Dispatch (CAD), and other intelligence sources into actionable information and analytical products for command staff and operational personnel.
Law enforcement agencies are increasingly required to make timely and informed decisions using large amounts of data from multiple sources. A performance gap can occur when available data is not effectively transformed into actionable intelligence or when decision-makers and operational personnel do not fully understand how crime analysis can support their missions.

Speaker bio: Isis Garcia has been with the HCSO for over 14 years and served as a Crime Analyst in the Traffic Enforcement Division and then in the Crime Analysis & Intelligence Division (CAID) for over 8 years before becoming a manager in November 2025. She has a bachelor’s degree in criminal justice from the University of Houston. She currently oversees all operational, analytical, and administrative functions that support data-driven law enforcement strategies and leads a team of analysts responsible for researching, collecting, and analyzing criminal and intelligence data to identify crime trends, patterns, and emerging threats that impact community safety and service delivery.
She has trained in various topics to include Microsoft Excel, PowerBI, Esri ArcGIS Pro, MicroStrategy, Open-Source Intelligence, Crime Prevention Through Environmental Design, and gang-related topics.
