    CRASE (Civilian Response to Active Shooter Events) training is to provide civilians with the knowledge and strategies to survive an active shooter event. 

    Dawn Cano has worked for the Tennessee Department of Revenue for the past ten years.  Dawn started as an auditor but became a Special Agent in the Special Investigations Division in 2017 working criminal tax investigations.  In April 2023, Dawn was promoted to the Special Agent in Charge for West Tennessee.  Dawn has her bachelor’s degree in accounting from Liberty University and graduated from the Tennessee Law Enforcement Training Academy in March 2018.  Dawn has been teaching CRASE for the past four years to Revenue employees, local businesses, schools, and churches. Outside of working, Dawn enjoys spending time with her husband and three boys and singing at her church.

    This training session introduces law enforcement analysts to the National Insurance Crime Bureau (NICB), its mission, and its operational capabilities. Attendees will learn how NICB analysts and agents work alongside law enforcement to combat insurance fraud and related crimes, leveraging unique data resources, advanced analytics, and collaborative investigative strategies. The session will highlight NICB’s free resources for law enforcement, data-sharing protocols, and practical tools such as ClaimSearch, ForeWARN Alerts, and specialized intelligence products. Attendees will leave with actionable knowledge on how to access NICB support, utilize shared data, and participate in joint investigations to enhance crime prevention and prosecution efforts.

    Currently, Kristie is a Field Intelligence Analyst II assigned to the Midwest Region where she supports NICB Special Agents, member companies, and law enforcement on critical investigations by compiling, organizing, and building large-scale cases for investigation and prosecution. Kristie’s experience and knowledge in the insurance crime industry has given her a solid and diverse background to assist in her duties. Kristie is also a designated mentor for both new and established analysts as well as an experienced instructor on various software applications and industry topics.

    This two-hour virtual training, Analytical Integrity: Safeguarding the Craft of Thinking, equips professionals across public safety, intelligence, education, and policy sectors with the tools to strengthen analytical rigor, mitigate bias, and preserve credibility in decision-making. Drawing on principles from Dr. Charles M. Russo’s book Safeguarding Analytical Integrity: Why Political Ideology Must Be Excluded from Intelligence Analysis, the session provides participants with actionable strategies rooted in real-world intelligence tradecraft and historical case studies. Participants will engage in guided discussions, reflective exercises, and applied analytic frameworks that promote disciplined reasoning and intellectual integrity under pressure.

    Dr. Charles M. Russo is a retired U.S. Navy Intelligence Specialist and former FBI Intelligence Analyst with over 30 years of experience in national security, criminal justice, and intelligence analysis. He has served within the FBI’s Terrorist Explosive Device Analytical Center, the CIA’s Counter-Terrorism Center, and other critical intelligence programs.

    Dr. Russo holds a Ph.D. in Public Safety Leadership and has taught extensively in intelligence, homeland security, and critical-thinking disciplines. He currently serves as a professor, keynote speaker, and author of Precision in Perspective: Critical Thinking for Analytical Minds and Safeguarding Analytical Integrity: Why Political Ideology Must Be Excluded from Intelligence Analysis. His teaching emphasizes analytical tradecraft, structured reasoning, and ethical decision-making in complex environments.
